Limited Choices in Stats Growth

Design Problem: What are ways in which the designers can allow players a sense of agency in regards to leveling while still maintaining control of the intended experience?

Description: Choosing the stats that players put in gives them agency, which gives a flexible experience, but the type and amount of stats that can be put in at each time is fixed, allowing for the designers to create a linear enough experience and manage the player’s pacing. The freedom to choose within a fixed environment allows for better balance for the designers to manage.
